The International Lighthouse Authorities

A World Without Standards

Before 1957, a mariner moving between ocean basins could never be entirely certain what a particular buoy colour or shape signified. Green might mark the safe side to port in one jurisdiction, and the same green might mark the dangerous side in another. Red-and-white striped pillar buoys, flashing red sector lights, and cardinal marks were arranged according to national conventions that had evolved piecemeal from the mid-nineteenth century onward. The result was a navigational patchwork that contributed to collisions, groundings, and loss of life. The catastrophic collision between the tanker Brandenburg and the cargo vessel Andulo off the Belgian coast in 1960, partly attributed to differing buoyage interpretations, sharpened the political will for an international solution.

The International Association of Lighthouse Authorities — universally known by its French acronym IALA, from Association Internationale de Signalisation Maritime — was formally constituted in 1957 with a mandate to coordinate the practice of aids to navigation among the growing roster of maritime nations. Its secretariat is located in Saint-Germain-en-Laye, near Paris, and today it counts more than eighty member states alongside associate members drawn from manufacturers, port authorities, and academic bodies.

How IALA Operates

IALA is not a regulatory body in the legal sense; it has no power to compel individual states to adopt its recommendations. Instead it functions as a technical standards organisation, issuing guidelines, model frameworks, and detailed technical documents that member administrations may adopt in whole or adapt to local conditions. Its work is conducted through committees and working groups covering specific domains: aids to navigation (AtoN), vessel traffic services, e-navigation, and the training of personnel responsible for running light stations.

The organisation holds a world conference every four years, rotating the host among member states. At these conferences delegations vote on revisions to the technical standards and elect the council that governs the secretariat between meetings. Day-to-day publication of technical guidance — the IALA Recommendations, Guidelines, and Model Courses — flows from the committees, each recommendation carrying a reference number that has become standard shorthand in hydrographic and port-operations circles worldwide.

The IALA Buoyage System: A and B

The most widely recognised product of IALA's first decades of work is the buoyage system that took effect in 1977 and was globally adopted by 1984. It divides the world's sea areas into two regions based on a pragmatic acknowledgement that the conventions had already diverged too far for a single global scheme to be politically achievable.

Region A covers Europe, Africa, most of Asia, Australia, and New Zealand. In Region A, when entering harbour from seaward, red buoys mark the port (left) side of the channel and green buoys mark the starboard (right) side. Region B covers the Americas, Japan, the Philippines, and South Korea, and reverses this colour assignment: red to starboard, green to port. The phrase "red, right, returning" familiar to every American recreational sailor is the Region B mnemonic; in European waters the equivalent mnemonic runs the other way.

Both regions share identical shapes, topmarks, and light rhythms for the four cardinal marks (north, south, east, west), safe-water marks, isolated danger marks, and special marks. A navigator moving between regions need only adjust the lateral colours; all other symbol conventions remain constant. This partial harmonisation — imperfect but politically attainable — has saved far more lives than any theoretically unified scheme that never gained adoption.

Trinity House, the Northern Lighthouse Board, and Irish Lights

Three of the most venerable lighthouse authorities in the world operate within the British Isles, and all three are active IALA members that have shaped its technical committees since the organisation's founding. Trinity House, incorporated by royal charter in 1514, is responsible for aids to navigation around the coasts of England, Wales, the Channel Islands, and Gibraltar. It maintains roughly sixty lighthouses, several hundred buoys, and the automated light on the isolated Eddystone Rocks south of Plymouth, and it also provides the Elder Brethren who serve as nautical assessors in Admiralty Court proceedings.

The Northern Lighthouse Board governs the lights and buoys of Scotland and the Isle of Man from its Edinburgh headquarters. Established by Act of Parliament in 1786 — at the same session that funded the first Bell Rock survey — it maintains around 200 lighthouses and 160 buoys, including some of the most remote stations in Europe such as Muckle Flugga, near the northernmost tip of Shetland.

The Commissioners of Irish Lights, constituted under an Act of 1867 and based in Dún Laoghaire, serve the entire island of Ireland regardless of the political border, making it one of the few all-island bodies that functions without interruption across the jurisdictional divide. Together these three authorities collaborate under a general lighthouse fund administered by the Department for Transport, with dues levied on commercial shipping calling at British and Irish ports.

National Authorities Beyond Europe

The United States Coast Guard holds primary responsibility for American lighthouses and buoys, successor to the U.S. Lighthouse Service that was absorbed into the Coast Guard in 1939. The Coast Guard maintains the largest network of aids to navigation in the world by number of individual structures, including some four hundred staffed or attended light stations and more than fifty thousand buoys and minor lights spread across the Alaska coast, the Great Lakes, the Gulf of Mexico, and both oceanic seaboards.

France's Service des Phares et Balises, the oldest lighthouse administration in the world still operating under its original name, was created in 1806 under Napoleon's reorganisation of public works. It manages roughly two hundred lighthouses and several thousand buoys from Dunkirk to Hendaye on the Atlantic, around Corsica, and in the overseas territories from French Guiana to Réunion. Many of the great stone towers on the Breton coast — Ar-Men, La Vieille, Kéréon — remain under its management and are now heritage-listed monuments alongside their navigational function.

Japan's Coast Guard operates a dense array of lights and buoys that reflect the archipelago's extraordinary navigational complexity: more than three thousand islands, some of the busiest international shipping lanes in the world, and frequent seismic activity that can shift channel depths unexpectedly.

E-Navigation and the Future of IALA

Since the early 2010s, IALA's agenda has expanded significantly to address digital aids to navigation. The Automatic Identification System (AIS), which transmits vessel identity, position, course, and speed to nearby ships and shore stations on VHF frequencies, has become a standard fitting on all vessels above 300 gross tonnes. IALA publishes the technical standards for AIS transponders and the Virtual AIS (V-AIS) system that allows authorities to transmit the position of a buoy digitally even when the physical buoy has been displaced by a storm or vessel strike.

The Long-Range Identification and Tracking (LRIT) system, the development of Aids to Navigation on Electronic Charts (AtoN on ECDIS), and the integration of radar-transponder racons with digital chart plotters all fall within IALA's current technical portfolio. The organisation has also taken a leading role in defining what a 'smart lighthouse' might look like — a station that monitors its own structural integrity, lamp health, and position via satellite link and reports anomalies to a remote monitoring centre without requiring a keeper or even a regular inspection visit.

Physical lights are not going away. Electronic navigation fails in power outages, equipment damage, and cyber disruption. The value of a lighthouse that requires no electronic infrastructure to be seen from fifteen nautical miles away on a clear night remains undiminished. What IALA provides is the guarantee that the rhythmic character of that light — whether a single flash every five seconds, a group of three flashes, or an occulting white-and-red sector — means the same thing to a navigator from Rotterdam as to one from Cape Town.
