The Problem of the Surplus Lighthouse

A lighthouse is an expensive building in a difficult place. When a navigational authority determines that a tower has been superseded — by a buoy, a GPS waypoint, a newer structure or simply by reduced maritime traffic — the question of what happens next becomes urgent. The tower remains on a piece of land that the authority no longer needs for operational purposes. Maintenance costs continue to accrue. The structure may be exposed to salt spray, wind and frost damage. Without regular attention, even a well-built granite tower can begin to deteriorate within a few years: lantern glazing cracks and admits water, ironwork corrodes, pointing washes out of brickwork.

Demolition is the cheapest option in the short term and has been taken more often than lighthouse enthusiasts like to acknowledge. The original Cape Hatteras lighthouse of 1803 was demolished after its 1870 replacement was complete; the first two Eddystone lighthouses were destroyed by storm and fire respectively, and the third was dismantled. Many small harbour lights, particularly the cast-iron post lights and wooden range markers that were common in the nineteenth century, have disappeared without record. The more structurally imposing towers have generally survived, but survival is not the same as preservation: a lighthouse that is locked, unmaintained and inaccessible is on a slow trajectory toward dereliction.

Legislative Frameworks

The legal mechanisms for transferring lighthouses from operational authorities to preservation bodies vary by country, but the American model has been studied and partially replicated elsewhere. The National Historic Lighthouse Preservation Act of 2000 established a formal process by which the United States Coast Guard and General Services Administration can offer federally owned surplus lighthouses to eligible entities — state and local governments, nonprofit organisations and Native American tribes — at no cost, provided the recipient commits to maintaining the structure and providing public access. Since 2000, more than a hundred American lighthouses have been transferred under this programme.

Recipients include lighthouse preservation societies, historical societies, park services and municipalities. The results have been uneven. Some transfers have produced well-funded, professionally operated visitor attractions; others have left trustees with an architecturally significant but financially burdensome structure that they lack the resources to maintain properly. The Act does not provide funding, only the property, and the ongoing maintenance cost of a nineteenth-century masonry tower on a wave-washed point can run to hundreds of thousands of dollars annually.

In the United Kingdom, Trinity House follows a different model. When it decommissions a lighthouse, it first assesses whether the structure has heritage significance; if so, it typically seeks listing as a scheduled monument or listed building, which constrains future owners' ability to alter or demolish it. Some decommissioned lights remain in Trinity House ownership as maintained heritage properties; others are sold or leased to charitable trusts, private owners or local authorities. The Old Lighthouse at Dungeness in Kent, decommissioned when its 1961 successor was built, is now a private residence that is intermittently opened to the public. The old lighthouse at Happisburgh in Norfolk, owned by the Happisburgh Lighthouse Trust and lit by volunteers rather than automated equipment, is the only independently operated lighthouse in the United Kingdom still functioning as an active aid to navigation.

The Role of Lighthouse Preservation Societies

The organisations that do the most sustained preservation work are typically volunteer-led membership societies rather than large foundations. The United States Lighthouse Society, founded in 1984, does not own lighthouses directly but provides expertise, advocacy and fundraising support to local groups. Its grants programme has contributed to projects including the restoration of the Admiralty Head lighthouse at Fort Casey State Park in Washington and the preservation of the optic at Pointe aux Barques in Michigan.

The Great Lakes Lighthouse Keepers Association takes a more hands-on role, operating or co-managing several towers on Lakes Huron and Superior. It runs volunteer keeper programmes in which members apply to staff lighthouses during summer months, carrying out maintenance tasks, leading tours and providing a visible human presence that deters vandalism — a significant concern at isolated structures. The lighthouses at Passage Island in Lake Superior and Forty Mile Point in northern Michigan have benefited from this programme.

In France, the Association pour la sauvegarde et la mise en valeur du patrimoine des phares et balises preserves documentation and advocates for heritage designation of lighthouses that the Direction des affaires maritimes has decommissioned or is considering selling. The remarkable lighthouse at Ar-Men, on a rock in the Iroise Sea beyond the Pointe du Raz, is owned by the French state but managed through an arrangement that involves several advocacy groups. Its designation as a historic monument in 1998 provided a degree of protection, but the logistics of maintaining a tower accessible only by helicopter or boat in favourable sea conditions mean that conservation work is irregular.

Adaptive Reuse

One proven route to long-term preservation is converting a lighthouse from a pure monument into a revenue-generating facility. The range of adaptive reuse is wide: holiday accommodation, bed-and-breakfasts, museums, restaurants, youth hostels and wedding venues have all been installed in former lighthouse buildings. Trinity House has leased several keeper's cottages as holiday lets through the Rural Retreats agency; the Northern Lighthouse Board has done the same through its Lighthouse Cottages programme. Revenues from lettings offset maintenance costs and give the authority a financial incentive to keep the structures in good repair.

Point Arena Lighthouse in California, a 35-metre concrete tower built in 1908 to replace its 1870 predecessor destroyed in the 1906 earthquake, is now operated by the Point Arena Lighthouse Keepers nonprofit organisation. The group runs daily tours, manages four keeper's cottages as holiday accommodation, and uses the revenue to maintain both the tower and its 1896-vintage first-order Fresnel lens — one of the largest and most complete surviving examples of its type on the West Coast. The lens, originally manufactured by Henri-LePaute of Paris, is the principal attraction of the museum inside the fog signal building and justifies the organisation's claim to be preserving not just a structure but a piece of optical and industrial history.

Preserving the Technical Contents

The contents of a lighthouse are often as historically significant as the building itself. Fresnel lenses — particularly the large first-order and second-order types made for major seacoast lights — are complex and irreplaceable objects. A first-order Fresnel lens may contain several hundred individual glass panels ground to precise tolerances, mounted in a bronze framework turning on a mercury float bearing, driven by a clockwork mechanism that required winding every few hours. The lenses that survive intact in their original towers are an extraordinary combination of scientific instrument and industrial art.

Many have been lost. When lighthouses were re-equipped with modern optics, their Fresnel lenses were sometimes left in place, sometimes crated for museum storage, and sometimes simply discarded or broken up. The survival rate for first-order and second-order lenses in original or reconstructed settings is reasonably good; many small fourth-order, fifth-order and sixth-order lenses that equipped minor harbour lights have vanished entirely.

Preservation of existing lenses in situ is the preferred approach of most heritage organisations. The lens at Bodie Island in North Carolina, a first-order bivalve lens manufactured in France in the 1860s, remains in the lantern room and is visible on tours, still rotated manually for demonstrations. The lens at Cape Florida in Biscayne Bay, also a first-order type, was restored after the tower was damaged in a Seminole attack in 1836 that burned the wooden lantern room; the current lens dates from the rebuilding of the 1850s and is now the centrepiece of the State Park's interpretation.

Challenges and the Path Forward

The principal challenge for lighthouse preservation in the coming decades is financial. Many volunteer organisations that took on lighthouse properties in a spirit of enthusiasm have found themselves managing structures whose maintenance costs steadily outpace their fundraising capacity. Masonry repointing, lantern glazing replacement, corrosion treatment on ironwork and the specialised work required to keep a historic optic operational all require skilled contractors; in remote locations, the travel and logistics costs can double or triple the bill.

Grant funding from heritage agencies — Historic England, the Historic Environment Fund in Scotland, the National Park Foundation in the United States — provides project-by-project support but rarely covers recurrent maintenance. Some preservation societies have adopted endowment models, seeking major gifts that provide income in perpetuity rather than relying on annual fundraising. The Heceta Head Lighthouse Preservation Society in Oregon and the Maine Lighthouse Foundation have both pursued this approach with some success.
